I just snuck into the palace via the underground bunker. When I emerged I was intercepted by an NPC named "Joe". He complains about everyone being American, and says he can be had for a price.
Is this a WildFire-only merc? How do I get him to join? I pressed the "give" button on the dialogue menu, but he immediately starts combat. What's the trick?

I wasn't able to give him any money. He just starts combat.
He also has no weapons, so he spent his first turn stealing weapons from me! ROFL
