A bunch of us talked about this on IRC yesterday, it really depends how much money the game is supposed to make. I am on IRC right now if you want to chat.
We estimated (based on pure speculation and current beer consumption) that a turn based game (smart pause to be precise) might make around 4 million in profit if every single JA2 player bought it (which is unlikely). For everyone with some background in venture capital, using a (low) 1:20 ratio, this means seed moeny of 200,000 USD, which gets you 4 people for 6 months, not enough to make a game like this.
Then we (had some more beer and) tried to figure it out the other way around, how many people do you need to make a game like this. If I recall this correctly (I was slightly fuzzy at this time already), you need somewhere between 15 and 40 people for about 12 to 18 months. Even if we reduce the seed money ratio (for an established company with existing capital to burn) to 1:5, JA3 would need to sell around 400,000 copies in the first year.
Even if we were grossly wrong (probably true), this exercise helped us to see that companies nowadays have some tough constraints to work out. It feels like the key to a successful JA3 will be to make a game which will be interesting to a very large group of people (possibly more than the JA fan community currently has around the planet).

Preliminary development work has started on Jagged Alliance 3, the new episode in the internationally successful Jagged Alliance series. The German publisher bitComposer Games has secured the full rights to the license from Strategy First, and will publish this famous strategy brand with roleplay elements worldwide. The aim is to preserve the popular basic concept of the previous versions and place it in a contemporary setting. A specific release date for Jagged Alliance 3 has not yet been confirmed, but a 2011 release is anticipated.
"Although Jagged Alliance 2 was published over ten years ago now, the game still represents a milestone in the genre and boasts a huge following of loyal fans," says Wolfgang Duhr, Managing Director of bitComposer Games. "We are delighted to acquire this classic game for bitComposer, and want to continue the success of the previous titles in the series, while giving the new version a contemporary look, bearing in mind the strong features of its predecessors".
The Jagged Alliance series has received numerous national and international awards since its first appearance in 1994. The second part in particular, Jagged Alliance 2, released in 1999, won a host of accolades and gained the highest plaudits from the global games media. Jagged Alliance 3 will build on the strengths of its famous predecessors and, set against the backdrop of a gripping story, will again deliver the much-loved combo of turn-based strategy gameplay with roleplay elements.
Recently there has been conflicting information about further planned releases in the Jagged Alliance series. Apart from a Social Network based game under development by Strategy First, the acquisition of the full IP rights by bitComposer Games will now serve to clarify the situation and will lay the foundations for future development work under the license.

Hi Mauser,
I posted a little summary of an IRC cheat we had a few weeks ago here.
Developing software is quite a bit of work, there is an overview of the different approaches on how to do that and what all the things are which need to happen here.
Developing games is expensive and risky. If 2% of 200,000 JA fans give $10 USD each, we have $40,000 USD, not enough to pay one senior programmer for half a year in the US.
However we constantly see individuals who can pull this off on their own, for example Niels Bauer wrote the game Smugglers essentially by himself. However version 1 was really, really basic (and relatively buggy), he now released version 4, which is relatively stable and plays decent (with some amount of depth to the game).
I feel the way to do this nowadays is through SourceForge. There are about 200,000 projects currently being worked on (if I counted this right, which I probably didn't). The most popular ones are file sharing software (no surprise) and the most active project is something called Crystal Space 3D SDK.
I believe all the SourceForge stuff is free (could be wrong) and *everyone* on the planet can contribute to the code, graphics, sounds etc. However I have no way how this is coordinated, meaning how the direction of a Jagged Alliance game can be influenced (however many others will know about this).

That sounds like BE5 or Hired Guns type of game .
