I've read through the forum and tried to find the answer to this, but I can't find anyone with exactly the same problem I have.
I killed all of the normal enemies in Miranda's sector, but combat still wouldn't end. I can talk to the cops, and they tell me how bad Brenda is and what a laughingstock Danubia is, but the sector is still hostile. I left the sector. When I right click the sector, it says 0 enemies, but there is still a flashing red box showing that it is hostile. I killed a little time and went back to the sector. I can still talk to the cops, and they don't shoot at me. When I talk to the NPC cops, they say "get down boys, someone's shooting up the police station." My mercs still tell me about the noises they hear whenever a cop moves, but the cops won't shoot at me.
So, I blew a hole in Miranda's cell and got her into my squad. Then, she crouches down, and I can't move her. The sector is hostile, so I can't move her out through the map screen. I can't move her squad out manually because the "all mercs in squad" box stays greyed out.
The sector still says 0 enemies, so the hostile forces must be the cops, even though I can walk right up and talk to them without getting shot or even going into turn based combat. I've stolen things in front of the cops, and I've shot my guns at walls in their P.D. (not to mention blowing up and interior wall wity dynamite). One cop is in front of Miranda's cell door, but refuses to move. Another is looking into that room through a window and refuses to move. If I initiate combat, morale flatlines.
Any suggestions?
