I was under the impression that it was using the SS engine? Or do I remember COMPLETELY wrong? It is possible..

I guess those are JA3 screenshots. The game didn't make it, and the engine wasn't Silent Storm one.
Shanga knows the thing better than me. He interviewed Chris Camfield, lead designer of this game for one year before it got cancelled. He might give you better answers than me.

Nobody remembers what engine JA3 was about to use (neither Ian nor Chris). But a commercial one, for sure. Whatever was on the market in 2002-2003.
And yes, that's SFI attempt at JA3 ... or Akella's... first shitface ugly attempt at 3D faces.

From the look of it, it's not the Akella try on it (IIRC that was named 'JA 3D' at first) but the other, previous one (named JA3 indeed).

Yeah, but not the Sir-Tech one. Was that the silent storm engine though? That plus modern Jagged Alliance theme could have been a pretty fun game. Love those destroyable buildings in SS:

As Shanga said, akella's and the other JA3 used 3D faces etc., so rather not the SS engine.

JA3D was supposed to be a "in-between" stage between JA2 and JA3. It was later launched as Hired Guns: The Jagged Edge. Basically JA2 on a 3D engine. The Moscow-based Mistland/GFI studio were planning to use their Alpha:Antiterror engine for it and make it RTwP. Richard Therrien from SFI called off the project when he heard this atrocity:

There was a Silent Storm-based game production and it would be called JA3.
Small newly formed team called F3 Games was involved. It wasn't Nival itself, but some of Nival's former employees and Nival's game engine.
The game had to take place in imaginary country, inspired by Afghanistan and other Middle East countries. Player had to ballance his relationship with 3 main factions - Government & army with western gear, rebels with eastern gear, and evil international corporation with scifi gear.

F3 Games claimed they completely revamped aging SS-engine, added water into it (?). After 2 or 3 years of development they was disbanded by publisher, leaving us with a few screenshots and short low quality video of mocked up gameplay.
